A Política de Coesão da União Europeia é uma das mais importantes políticas da União e aquela que tem tido maior impacto económico e social em Portugal, sendo particularmente visível para a generalidade da população. Criada em 1988 e abarcando hoje cerca de um terço do seu orçamento, é a principal política de investimento da União Europeia. Em países com regiões menos desenvolvidas, como tem sido o caso de Portugal desde a adesão, a Política de Coesão tornou-se mesmo a principal forma de financiamento do investimento público e uma importante forma de financiamento do investimento privado.

O direito da União Europeia no âmbito da Política de Coesão e dos fundos que a alimentam tem vindo a desenvolver um regime jurídico próprio, que permanece, em grande medida, desconhecido para a maioria dos operadores jurídicos. Avultam no seu núcleo dois princípios fundamentais, o princípio da parceria (entre UE e Estados-Membros) e o princípio da governação a vários níveis (ou governação multinível). Estes dois princípios são o objeto do presente estudo pela importância que assumem no direito da União Europeia e no direito nacional, sobretudo nos domínios do direito constitucional e do direito administrativo.
