APRESENTAÇÃO

A presente obra reúne as intervenções proferidas nas "II Jornadas de Direito Municipal Comparado Lusófono", organizadas pelo Instituto de Ciências Jurídico-Políticas da Faculdade de Direito da Universidade de Lisboa e pelo Instituto Superior de Ciências Jurídicas e Sociais de Cabo Verde e que tiveram lugar em Lisboa, no dia 10 de Julho de 2014.
As Jornadas constituíram um encontro científico inserido no projecto de investigação "Institucionalização do Poder Local nos Países de Língua Portuguesa", em desenvolvimento desde 2013 junto do Centro de Investigação de Direito Público do Instituto de Ciências Jurídico- Políticas, encontro que teve como tema principal "Os processos de reforma do poder local em Portugal e em Cabo Verde".
Não obstante estarem centradas na comparação das experiências de Portugal e de Cabo Verde, à luz do espírito e do horizonte do projecto, estas II Jornadas não deixaram de fazer (na Mesa Redonda que ocupou uma parte dos trabalhos) um "retrato" da situação existente na altura relativamente aos demais (novos) sistemas jurídicos de língua portuguesa, retrato bem espelhado nas intervenções dos vários especialistas e, não menos, na magnífica síntese final do moderador dessa sessão, o Professor Doutor Marcelo Rebelo de Sousa. (...)

Além do reconhecimento devido aos ilustres Presidentes dos dois Institutos, uma palavra de especial agradecimento deve ser dirigida ao Mestre António Leitão Amaro (então Secretário de Estado da Administração Local), ao Professor António Cândido de Oliveira, ao Professor Wladimir Brito (ambos da Universidade do Minho), ao Professor Pedro Gonçalves (da Universidade de Coimbra), bem como aos demais Professores da Faculdade de Direito de Lisboa, Jorge Miranda, Marcelo Rebelo de Sousa, Fernando Loureiro Bastos, Kafft Kosta, Lourenço de Freitas e Jaime Valle, e ainda à Mestre Sandra Lopes Luís.
De entre os parceiros institucionais, cumpre destacar, por um lado, o Instituto de Cooperação Jurídica, a grande plataforma de saber acumulado e de dedicação, na Faculdade de Direito de Lisboa, à magna empresa da cooperação jurídica no âmbito da lusofonia, e, por outro lado, a Associação Académica da Faculdade de Direito de Lisboa, não só pelo envolvimento institucional directo nas Jornadas do então Presidente da Mesa da Reunião Geral de Alunos, como pela renovada disponibilidade para a publicação desta obra, editada em parceria com o Instituto de Ciências Jurídicas e Sociais, que celebra neste ano de 2016 o seu décimo aniversário.
Por fim, quanto ao padrão ortográfico, cumpre dizer que foi respeitado o princípio da liberdade de escolha, com três intervenções (a do Mestre António Leitão Amaro, bem como as dos Professores Pedro Gonçalves e Fernando Loureiro Bastos) a adoptarem as regras do novo acordo ortográfico.
